The Panchayat Raj Engineering Wing (PREW) is an engineering wing of Development & Panchayats Department. The objective of engineering wing is to design, execute and maintain needed infrastructural facilities in rural areas for the economic development of rural people in Haryana. The journey of Panchayati Raj Engineering Wing started way back from the time of joint Punjab and Haryana. But it got its present identity only after Haryana became a separate state on 1st November, 1966. PREW functions directly under the Development & Panchayats Department, Haryana. Special Secretary, Development to Govt. of Haryana acts as its administrative head and Chief Engineer as its technical head. The organization has the following offices across the State in order to accomplish the organizational objectives: Head Office @ State Level - Circle Office @ Revenue Divisional Level

Chief Engineer at State Head Office is the technical head of the PREW alongwith 2 Superintendent Engineers, looks after the development works of the Development & Panchayats Department, Haryana. Each Superintendent Engineers (SE) monitors the development works of 5-6 districts. Similarly, Executive Engineer (EE) and Sub Divisional Officer (SDO) monitors the works at district and block level, respectively. Vigilance & Quality control committees ensure the quality of works being executed and also enforces the quality of materials being used in execution of works/projects. Recent Activities of PREW: 1. Introduction of New Specifications/Technical Guidelines: Propagated the specification of interlocking paver blocks for Pavement of Village Streets in view of its advantages over cement concrete pavements. Arranged finalization of norms for Pavement of Streets under different categories of works like Model Villages, HRDF, LADT etc. keeping in view the laying of water supply pipe lines and facilitating subsequent repairs of leakage in water supply pipe lines. Laying of Paver Strips in case of CC Pavements was made mandatory. Finalized specifications of Interlocking Paver Blocks (including the base course) in consultation with CRRI for different categories of village Streets. Took up revision of specifications for Cement Concrete Pavement of streets in consultation with CRRI.
2. Training of Engineers: Arranged one day’s seminar/exhibition of Paver Blocks manufacturing process at factory premises of Nelite Constructions, Gurgaon on 20.03.2007 for all Executive Engineers of Panchayati Raj. Arranged 2 days Customized Training Programme in Interlocking Paver Blocks & Cement Concrete Pavements for all Executive Engineers at CRRI Delhi on 09.04.2007 & 10.04.2007. Arranged Sponsorship for two Executive Engineers & self for attending Indian Roads Congress Technical Sessions at Jaipur from 18.11.07 to 22.11.07 Arranged 3 day’s Customized Training of all Executive Engineers at the CPWD Training Institute Ghaziabad in building construction with special emphasis on structural design & earthquake resistance measures from 04.02.2008 to 06.02.2008.
3. Capacity Building of Agencies: Since specifications of Paver Blocks was introduced for the first time in Haryana, on a large scale, efforts were made to generate new contractual agencies in the field of manufacturing Paver Blocks. Enlistments process was made short & prompt. From about 10 units the figure rose to about 150 units/ agencies now involved in manufacturing Paver Blocks in Haryana Arranged Rate Contract for supply of Paver Blocks with Director, Supplies & Disposals to meet increasing demand of Paver Blocks.
4. Institutional Changes: With support of seniors, arranged significant changes in the procedures for payments for works & works allotment. Initiated proposal for strengthening of the Engineering Wing in view of shortage of staff at different levels vis-a-vis the increasing mandate of works.
5. Inspection of Works: Took up intensive touring/inspection of works, holding meetings with Executive Engineers/ SDEs/J Es at District Head Quarters to motivate them to raise their level of performance. Constituted 4 Teams from amongst SEs/ EEs/ SDEs posted at Headquarter for inspection of works. Works to be inspected were randomly selected and assigned to these teams for checking & submitting report on a prescribed format.
6. Prompt Allotment of Works /Technical Scrutiny of Estimates: After introduction of allotment of works as per Panchayati Raj Works Rules in 9/07, 297 works have so far been allotted within short periods of time. 1381 Estimates under various categories of works like HRDF, Model Villages, Zila Parishad Buildings, and Block Office Buildings etc. were technically scrutinized and passed.
7. Other Steps taken towards improving execution of Works: Joint Tendering System was introduced in case of Model Village Works to have single agency for laying of Water Supply Pipe Lines & Paving of Streets so as to eliminate coordination problems between Water Supply & Sanitation Department and Panchayati Raj Engineering Wing. In Model Village works, it was decided to have advance laying of lateral connections/ferrules for all categories of Households, thereby avoiding subsequent damage to pavements or delay in laying of Pavements. Sensitized the issue of laying of ferrules so as to make supply of water possible to all parts of the villages. Instituted Rankings/Awards to Executive Engineers for works in following categories:
Interlocking Paver Blocks Paving. CC Pavements. Model Villages Projects. Onlining of list of works in progress of all categories so as to achieve better monitoring/accountability, has been taken up.
